he started out as an apprentice whaler man - he joined the navy as an ordinary seaman on the Buckingham - transferred to the Stirling Castle and was at Havanna and promoted to lieutenant - became first civil governor of New South Wales - I hope that that is all correct

I did a little research and apparently he was also active in the Sea Fencibles from 1803 to 1805 when he retired. Just need to find the details to add to his history.

Once an officer had achieved post rank, promotions were automatically achieved by seniority. Actually being given something to do however was a question of ability (mostly).

To answer your question, he simply lived a long time.
