He put the finances of the port in order and liquidated the debts of the Navy .
During his stay in Bret he enlarged the port and the arsenal by completing the cleaning of the Penfeld and in particular built new stores, a bakery , an artillery store and a ball park .
Under his direction , the arsenal built between 1765 and 1770 , thanks to engineers Groignard and Ollivier , 10 vessels , 3 frigates , 3 corvettes and overhaul 10 vessels .
He improves the recruitment of apprentice gunners .

In February 1766 , he opened the Brest School of Hydrography and had the Brest Theater Hall built .
In April 1770 , he takes possession on behalf of the Navy of the port of Lorient , following the cession to the King of all the assets of the Compagnie des Indes .
