Hi
I have no record of Charles Loder Carne ever receiving a commission as a captain RN. He was a commander, the commissioned rank below captain. It's a common error as all officers commanding an RN vessel were given the honorific title of captain, irrespective of their actual rank, and often referred to themselves as such.
As support for the lack of a captain's commission, ADM 9/4/1043 lists his rank as commander in 1817, as does the navy list of 1814.

Charles Loder Carne rose to Captain as stated in his will and died in 1819 (bur 17 Mar 1819 in cowbridge, Glam). Prerogative Court of Canterbury Wills and Parish Register of Cowbridge, both on Ancestry.co.uk website.
