On Christmas-day 1795 Commodore Rainier advanced Mr. Hugh Dobbie to the rank of Lieutenant, and appointed him fifth of the Suffolk ; and a few days after, having, by his persevering pursuit, in the launch, of a Dutch national brig, the Harlingen of 14 guns, led to her capture by the Orpheus frigate, he was put in command of the prize
