I have the pleasure to acquaint you that I captured this morning , after a chace of an hour , the French Privateer Massena , off Dunkirk , Bernard Avril , Commander , mounting 4 3-Pounders , and 34 men , sailed from Ostend yesterday morning , and had not made any capture .
