Graham took over the lease of the Harwich dockyard following the death of his father in 1814. Although he built no vessels for the Admiralty during this time the high cost and poor quality of eleven vessels supplied to the Post Office were such that a Parliamentary Committee withdrew all Goverment contacts from Harwich, effectively ending it's time as a naval ship builder. Graham was forced out of position by 1840 and died in Dover in 1863
