Yes he is. He is also my 4 x great grandfather, if you look at Wedding notice for Frederick Bigger Chilcott it said Frederick is the son of the late Commander John Chilcott RN

I think this guy is my wife's 4 x great grandfather, if his son was Frederick Biggar Chilcott as I suspect/hope.
