Hull, 13 January 1800: The American frigate Insurgent, Capt Murray, has been cruizing of Lisbon; and was setting sail from that place about the 20th of Sept to cruize off Cadiz and Algiers, for the protection of the American trade. This is the first American ship of war that has approached the shores of Europe, to exercise the trade of war. [Hull Packet, 14 January 1800]
