Paid off ships kept in ordinary still had some crew, standing officers included the gunner etc. Just means they are no longer active and 'in sea pay'. Why a request for powder would be made I have no idea though.

this says that Soesdyke paid off in 1708, but I have a document dated February 1713 requesting paper, powder and junk (wadding) from the Office of Ordnance at Portsmouth. Authorised by Sir Isaac Townsend.
I am happy to supply a scan and transcript of the document, mail me.

I have this yacht recorded as the death place (near Ireland) of Phineas PETT, 1646-1694. Is there any information on this yacht for 1694?
